What Are Scrubby Sliders in Photoshop and How to Use Them
Every time you see some value inside text box in Photoshop, there are a couple of options to change the value: by typing, using slider/drop down list, using keyboard numbers/arrows and scrubby slider. In short, scrubby sliders are a fun way of changing values in Photoshop and they also have the option to speed up or slow down changes using modifier keys.
Scrubby slider indicatorIndicator that you are using scrubby slider is a hand with arrows pointing to the left and right. You can see scrubby slider indicator just by navigating mouse over label next to the text field with the value in the panels, in the options bar or any dialog in Photoshop like: File > New, Filter > Sharpen > Smart Sharpen, in the Layer Style dialog and so on...

Using scrubby slider
When the mouse is over value itself you won't see scrubby slider indicator but you can generate it on the fly by holding down Ctrl/Cmd key on your keyboard.
How to generate scrubby slider
To speed up scrubby slider changes as you are sliding just hold down Shift key. It will speed up increments 10 times.
Speeding up and slowing down scrubby slider increments
To slow down changes for 10 times just hold down Alt/Opt key on your keyboard and you will start changing the value for decimal points if available. For example, you can change the text size for decimal points but you can not change Opacity for the decimal point. It is still useful to hold down Alt/Opt key when changing Opacity value and you want to change it to an exact value which you just can't get by normal or free dragging.
